Where is the balance point for applying smoke detection and sprinkler
protection? 

ANSWER
------
We often say in our seminar presentations that the answer to all fire
protection engineering questions is "It depends".  We are not being
facetious with that answer but simply want to point out that a fire
alarm system design should be based on a number of factors. These
factors include knowing the fire protection goals of the owner. These
goals will typically include one or more of the following: life
safety, property protection, mission protection, and heritage
protection. Depending on the answer to probing questions regarding
these fire protection goals, the designer will determine the balance
of smoke detection and automatic sprinkler protection in the building.
We have always advocated a holistic approach to fire protection by
recommending automatic sprinkler protection in accordance with the
latest edition of NFPA 13, Installation of Automatic Sprinkler
Systems, in every building and then designing enough smoke
detection connected to the building's fire alarm system to ensure that
both life safety and the owner's goals are met.
