(Conducting business within the city limits of Knoxville, Tennessee)

FROM: Deputy Fire Marshal Joe Milsaps
Knoxville Fire Department

Date: April 13, 2005

SUBJECT: Circumstances requiring third party verification
         (UL Certification)
         Circumstances requiring the upgrade of fire alarm/monitoring
				 systems

Fire alarm/monitoring system shall require U.L. certification under
the following circumstances:

 o All new fire alarm systems where monitoring is required after
    July 31, 2005
 o All fire sprinkler supervisory systems installed after
    July 31, 2005
 o Renovations occurring after July 31, 2005 where system device
    upgrades and/or wiring upgrades and/or additions of 25% or more to
    the system occur or are deemed necessary by the AHJ
 o Renovations occurring after July 31, 2005 where system devices
    wiring and/or control panel replacement are planned or are deemed
    necessary by the AHJ
 o A change in monitoring companies occur after July 31, 2005
    regardless of whether the previous installation was certified

Fire alarm/monitoring systems shall be upgraded to current code
compliance under the following Circumstances:

 o System devices and/or wiring upgrades become necessary and/or
    additional
 o Replacement of system device wiring or control panel is planned or
    becomes necessary
 o A change of occupancy classification where monitoring is required
    occurs
 o A building equipped with an alarm system remains vacant more than
    one (1) calendar year
 o Excessive false alarms occur due to malfunction (4 within 12 months)
