THE MOORE-WILSON SIGNALING REPORT

QUESTION #1182

I seem to recall that the National Fire Alarm Code requires us to
notify the occupants of a building before we begin to conduct testing
of the fire alarm system. Does this also apply to testing of the
sprinkler system water motor gong?

ANSWER
------

NFPA 72-2002, National Fire Alarm Code, Section 10.2.3.1, states the
following:
10.2.3.1 Before proceeding with any testing, all persons and
facilities receiving alarm, supervisory, or trouble signals and all
building occupants shall be notified of the testing to prevent
unnecessary response.
10.2.3.2 At the conclusion of testing, those previously notified
(and others, as necessary) shall be notified that testing has been
concluded.

Clearly, as you have stated, the National Fire Alarm Code does require
the person conducting tests of the fire alarm system to notify those
receiving signals and the building occupants. This notification must
take place before testing begins and once testing has concluded.

The water motor gong on an automatic sprinkler system, however,
represents another matter. The National Fire Alarm Code does not
recognize this water-hydraulically operated bell as part of the fire
alarm system. NFPA 13-2002, Standard for the Installation of Sprinkler
Systems, in Section 6.9.2 requires the installation of a waterflow
detecting device. Section 6.9.3.1 requires:
"An alarm unit shall include a listed mechanical alarm, horn, or siren
or a listed electric gong, bell, speaker, horn, or siren."

NFPA 25-2002, Standard for the Inspection, Testing, and Maintenance of
Water-Based Fire Protection Systems, Section 4.1.3, states the
following:
4.1.3 The owner or occupant shall notify the authority having
jurisdiction, the fire department, if required, and the alarm
receiving facility before testing or shutting down a system or its
supply.

Notice that this Section does not mention notifying the building
occupants. However, from a practical standpoint, when testing the
water motor gong, at least some of the people inside the building may
hear this appliance operating, even though the installer has mounted
it on the outside of the building. Logic would suggest, therefore,
that when you intend to test the water motor gong, you ought to notify
the building occupants. At the very least, you ought to notify the
building switchboard operator so that he or she can explain what is
happening should he or she receive any inquiries.
