Sprinkler Industry

SUBJECT: Inspection & Testing Certification Review Seminar

Following the adoption of the International Family of Codes by the State on
July 1, 2004, it has become apparent that there are still many questions
regarding the referenced National Fire Protection Association's (N.F.P.A.) water
based fire protection system Inspection, Testing, and Maintenance standard #25.

The Washington State Fire Marshal's Office has directed those within the
Sprinkler Licensing program to stay as far ahead of this issue as possible. We
are currently working with local jurisdictions and the Sprinkler Technical
Advisory Group to ensure the efficient and uniform application and
implementation of NFPA 25 in Washington State. We believe that this is an
extremely important facet of the work performed within the State of Washington
under the purview of the Revised Code of Washington State (R.C.W.) 18.160.

As such, we are offering a training opportunity that we believe necessary to
ensure a strong minimum level of competence in Washington State for the
Inspection and Testing of water based systems.

Enclosed with this letter is a registration form for you to use and an itinerary
detailing the subjects to be covered in the seminar. When evaluating if this
seminar is right for you and/or your organization, please keep the following in
mind:

1) All attendees of the seminar (March 29, 30, and 31, 2005) must be registered
with this office on the form provided by no later than February 28, 2005. Upon
completion of the registration process, a confirmation letter will be sent out
to all attendees.

2) There can be no walk-ins allowed. Please bring your confirmation letter from
this office to the seminar for admittance.

3) This training normally costs $600.00 per student to attend. In light of this
critical educational need, the Washington State Fire Marshal's Office has waived
this tuition fee completely for this seminar. The attendees will only be
responsible for their transportation, meals, and lodging.

In addition to thoroughly preparing a full time employee of a facility to
address the weekly and monthly inspections required by N.F.P.A. 25, the class
also prepares an attendee for the National Institute for Certification in
Engineering Technologies (N.I.C.E.T.) Level II Inspection, Testing, and
Maintenance Certification examination.

As this N.I.C.E.T. certification is important for addressing the more difficult
aspects of testing a water based fire protection sprinkler system, this seminar
is offered to coincide with a specially proctored N.I.C.E.T. examination. The
Washington State Fire Marshal's Office will be proctoring a N.I.C.E.T. Level II
Inspection, Testing, and Maintenance examination on Friday, April, 1, 2005. As
you decide if you or someone from your organization/agency should take this
examination, please be aware of the following:

1) You must register for this examination through N.I.C.E.T. directly. This can
be done online at http://www.nicet.org.

2) N.I.C.E.T. charges $180.00 to take their examination. This must be paid to
N.I.C.E.T. directly and sent with your application to them.

3) You must apply with N.I.C.E.T. by no later than Monday, February 28, 2005.

4) When applying for this examination, you must specify the Friday, April 1,
2005 test proctored by the Washington State Fire Marshal's Office to ensure you
are registered for the correct examination.

5) There can be no exceptions to the February 28, 2005 deadline. The location of
the examination will be disclosed to those who register with N.I.C.E.T. for
certification. Should you miss the examination deadline, you are still
encouraged to attend the seminar and maker other arrangements for the test
through N.I.C.E.T.

6) All issues regarding requirements and/or qualifications for N.I.C.E.T.
certification must be handled through the National Institute for Certification
in Engineering Technologies at the afore mentioned web site.
