QUALIFIED PERSON
----------------

Often times people are lured into thinking that a NICET certificate grants them
certain rights and privileges as a qualified person. Certification is no
guarantee and this line of thought can be compared to placing the cart before
the horse. Qualification is earned through job knowledge (book learning) and
work experience (on-the-job training). A good example of this is the
electrician's profession. In the beginning an electrician is considered an
apprentice during which knowledge is gained through watching and doing as the
journeyman demonstrates. This watching and doing is augmented with classroom
training wherein the apprentice attends a 4-hour class one night a week, three
terms a year, for four years. If the apprentice has gained enough of the right
kind of knowledge over a 4-year period they can demonstrate the fact by taking a
journeyman exam. Passing the exam is akin to having a group of peers agree that
the apprentice has indeed gained the right kind of knowledge through on-the-job
training and classroom training.  The journeyman license gives the electrician
the ability to work unsupervised and to train an apprentice. It's an age old
system that works very well. In this example the knowledge gained applies
specifically to electrical installation and troubleshooting.

NICET has developed a similar system that applies to some 40 different
occupations ranging from wastewater treatment plants to highway construction to
fire protection engineering technology. By successfully completing the NICET
program the applicant has in essence received a third party (NICET) to affirm
the job knowledge and work experience of the applicant. This NICET certificate
is not a guarantee of anything as it turns out, however, it can be used as
additional evidence of ones qualifications. A licensed electrician can use their
NICET certificate as evidence that their experience is in fire alarm systems. A
licensed profession engineer can use their NICET certificate as evidence that
their experience as an electrical engineer includes experience and job knowledge
of fire alarm systems.

Employers and AHJ's should bear in mind that NICET certification alone is not a
panacea.
