In November, NICET’s Board of Governors revised Policy 30,
Continuing Professional Development, to provide more flexible
recertification options. The following changes take effect
immediately: 

Reinstatement of an expired NICET certification is no longer
limited to three years after the expiration date. No matter how
long ago the certification expired, an individual may reinstate
the certification by meeting the requirements listed in Part 13
of Policy 30. (Part 12 still lists the requirements for
reinstating a certification that expired fewer than three years
ago.) 
If faced with critical needs (military duty, jury duty,
convalescence) that interfere with Continuing Professional
Development (CPD) activities, certificants may request time
extensions at any point in the certification period regardless
of how many CPD points were earned prior to the request.
(Previously, time extensions were limited to the last 12 months
of the certification period, and 50% of the CPD points had to be
earned in the first two years.) To be granted a time extension,
certificants must comply with the conditions in Part 9 of Policy
30. 
Inactive status can now be continued indefinitely. (Part 14) 
Retired Status is now restricted to individuals aged 55 and over
who have retired from all paid employment in and/or related to
the certification practice area. (Part 15)

Board Revises Policies 3 and 22
NICET's Board of Governors has revised two policies concerning
the release of information about applicants and certificants.
The revised Policy 3, Release of Confidential
Applicant/Certificant Information, limits the type of
certification information NICET will release to a third party who
inquires about an individual’s certification status. Policy 22,
Release of Examination Results, addresses delivery of test
results to a third party by request of the examinee.

Policy Changes for Retesting Failed Work Elements
In a November meeting, the NICET Board of Governors made
revisions to NICET Policy 20, Retesting of Failed Work Elements
or Part A or Part B Exams. NICET has shortened the waiting period
from 140 to 120 days for retesting a failed work element (or a
failed Part A or Part B general knowledge exam). Applicants who
fail a work element three times are no longer required to undergo
training before retesting that work element. However, applicants
may test a work element (or Part A or Part B exam) no more than
three times in a two-year span. (Posted 12/08/2003)

TAMPER SWITCH or VALVE POSITION SWITCH?
---------------------------------------
I'm as guilty as the next person of incorrectly calling a valve
position switch a tamper switch. You're probably thinking that
I'm taking this *way* too seriously. That may be true however,
NFPA 72 describes valve position supervision and its tamper
resistance as two very different requirements ...

Requirement #1
--------------
NFPA 72-2002 6.8.5.7.3* Provisions shall be made for supervising
the conditions that are essential for the operation of sprinkler
and other fire suppression systems.
A.6.8.5.7.3 Supervisory systems are not intended to provide
indication of design, installation, or functional defects in the
supervised systems or system components and are not a substitute
for regular testing of those systems in accordance with the
applicable standard.
Supervised conditions should include, but should not be limited
to, the following: 
(1) Control valves 38.1 mm (1 1/2 in.) or larger.

Requirement #2
--------------
NFPA 72-2002 6.8.5.10 Trouble Signal Initiation.
NFPA 72-2002 6.8.5.10.1  Automatic fire suppression system alarm-
initiating devices and supervisory signal-initiating devices and
their circuits shall be designed and installed so that they
cannot be subject to tampering, opening, or removal without
initiating a signal. This provision shall include junction boxes
installed outside of buildings to facilitate access to the
initiating device circuit.
Exception No. 1: Covers of junction boxes inside of buildings.
Exception No. 2: Tamperproof screws or other approved mechanical
means shall be permitted for preventing access to junction boxes
installed outside buildings.

(l) Supervisory signal devices (except valve tamper switches),
quarterly.
(n) Valve tamper switches, semiannually.

NFPA 72 describes requirements to supervise conditions that are
essential for the operation of sprinkler systems, such as valve
position switches, which shall be designed and installed so that
they cannot be subject to tampering, opening, or removal without
initiating a trouble signal.

For example, post indicator valves are generally located outside
and are required to be locked open or electrically supervised
with a valve position switch. The junction box used to access
its connection to a circuit is required to be made tamper-
resistant by using either;
1) A junction box cover switch or;
2) Installing tamperproof (sic) screws on the junction box cover

Summary
-------
If a junction box cover switch is used to make a device tamper
resistant, removal of the cover will generate a trouble signal,
which is in addition to the off-normal supervisory signal
generated by the closure of the valve.
